Are Requests Counted When No Results Are Returned?

The same applies to the <a href="https://tomba.io/email-verifier" rel="nofollow noopener noreferrer" target="_blank">Email Verifier</a>: if you attempt to verify a webmail address (like Gmail or Yahoo), no result will be provided and no request will be used.
